AIADMK MP's plea for grant to T.N.

NEW DELHI APRIL 30. The AIADMK Rajya Sabha leader, P. G. Narayanan, today urged the Centre to release a grant package of Rs. 3,000 crores and ease the blanket curbs on borrowing to enable the Government to implement development programmes in Tamil Nadu.

Raising the issue in a special mention, he said the State was facing a severe financial crunch, forcing it to open the current financial year with unpaid liabilities. The Centre has stipulated that the States obtain prior permission from the Centre for borrowings of the special service vehicles which were serviced by the States and barred SPV borrowings, which entered the public account and were further `on-lent' to the Consolidated fund of the State.

Tamil Nadu, he said, which had the third largest percentage of unemployment in the country was forced to prune its Plan outlay for 2001-2002 by Rs. 840 crores. The fiscal condition of the State had aggravated due to a loss of Rs. 1,100 crores in the last fiscal year on account of Centre's failure to transfer in full even the reduced devolution.

In view of the situation, he said, the blanket restrictions on the powers of the State Governments to borrow for developmental programmes at this stage would hamper the implementation of programmes for the downtrodden, he said.
