Sir, In 2000-01, 83 posts of Chief Commissioner of Income Tax and around 100 posts of Commissioner of Income Tax were added to the plethora of officers in the department and the Finance Minister called it in the Lok Sabha as ``right sizing'' the department. It was expected to result in arise in tax collections, but the collection in the same period fell short by 20 per cent of budget estimates and 1.2 per cent compared to collections in the previous year. Is it because the department already has excess officers and further addition to their ranks only proved that both Peter's Principle and Parkinsons Law are operating in the department. It is time the Finance Minister resorted to ``right thinking'' also. Mahendra Kumar Johri, Lucknow
