The summit began with a meeting between the U.N. Secretary-General, Kofi Annan, and the Iraqi Foreign Minister, Naji Sabri, while delegations from both sides later held discussions. Mr. Annan and other officials say they want to focus only on the return of inspectors to the country to ensure that it is not producing weapons of mass destruction. However, a U.N. spokesman said yesterday that the world body was not restricting the agenda. To Iraqis, the meeting is an opportunity to hold discussions on a range of issues, including American threats to topple the Iraqi President, Saddam Hussein, and ending American-British imposed "no-fly" zones in the country.
