Sir, The Speaker of the Lok Sabha has to be thoroughly neutral. Manohar Joshi's track record as Maharashtra Chief Minister was blemished by his abject submission to his autocratic leader. The hopes expressed in your Editorial (May 10) that the remote-controlled politics of Bal Thackeray should not interfere with the functioning of the Lok Sabha Speaker would, no doubt, be shared by all. There should be a code of conduct that a person elected as Speaker should resign from his party and strictly stay away from any kind of political activity during the tenure of the post, like what some Speakers did during the Nehru era. Such a code of conduct should govern the Speakers of State Assemblies too.
