Govt. accused of favouring auto company

NEW DELHI MAY 10. The Leader of Opposition in the Delhi Assembly, Jagdish Mukhi, today accused the Delhi Government and the Transport Department that by banning the registration of all types of three wheelers have flouted all the rules and regulations so that they could favour and promote a particular company.

As per the order of the court, he said, registration of vehicles over 15 years old has been banned and thereafter a fresh order has been passed to convert all the three wheelers into CNG mode. But though the Delhi Government had from time to time been issuing orders for converting all types of three-wheelers into CNG mode and for replacing all the old vehicles into new ones by issuing form P-3 and P-4, only 45,000 three wheelers could be registered so far with the only intention that the rest of the 35,000 three wheelers -- which are yet to come on the roads -- should be of a particular company.

Even in the process of registration of 45,000 three wheelers, he said, a lot of bungling had come to light and the matter was being investigated by the Central Bureau of Investigation.

Prof. Mukhi said earlier the Delhi Government had allowed the registration of two-stroke Vikram 410 Load Carrier and Vikram 410 driven away chassis for load carrier that ran on CNG mode. These vehicles were being manufactured by public sector undertaking, Scooter India Limited, and approved by the Vehicles Research and Development institute at Ahmed Nagar and plied on Delhi roads.

In a subsequent letter, Prof. Mukhi said the Government further allowed Vikram 410 to run as an autorickshaw with three passengers and Vikram 410 on CNG mode to run as autorickshaw with six passengers. In the same manner, registration of three wheelers manufactured by a Government company of Kerala was ordered.

But now, the Opposition leader said the Government has completely banned registration of all types of three-wheelers with two-stroke engine even if they ran on CNG mode. He claimed that this order has been passed to benefit a particular company.

Prof. Mukhi alleged that while the three wheelers of the Kerala company cost Rs 86,000 and those of Scooter India Limited, Rs 92,000, the scooters of the company being benefited cost Rs 96,000. Further, he accused the Government of allowing favoured companies to sell electronic meters to poor autorickshaw operators for Rs 3,500 and more.

Finally, Prof, Mukhi demanded that Delhi Government permit all types of three-wheelers on CNG mode to ply on the Delhi roads, irrespective of their made for the benefit of the poor autorickshaw operators.
