Breakthrough in arms talks

MOSCOW MAY 13. Moscow reported a breakthrough in talks with the United States on new drastic cuts in their nuclear arsenal.

``The sides have achieved a cardinal bridging of positions'' on a proposed strategic arms reduction pact and a declaration on new strategic relations between Russia and the U. S. to be signed at a bilateral summit next week, the Russian Foreign Ministry said in a statement on the latest round of arms talks held in Moscow on Monday.
