Sir, Words cannot describe Tuesday's terrorist attack on the Army barracks at Jammu in which soldiers and their families, including children, were killed. What is mind-boggling is the impunity with which such heinous crimes are committed at will by these terrorists. Even as we blame a `foreign hand', we must not ignore the fact that there are too many disgruntled youth who may be looking out for mischief. How come the barracks/homes of soldiers, who are away doing the duty of guarding the country, are left without tight security? Also how could anybody buy from the markets any uniform, police or military? N. The latest attack coincides with the visit of the U.S. Assistant-Secretary of State for South Asia, Christina Rocca. There were attacks even during the visit of the former U.S. President, Bill Clinton, to India. To curb terrorism, stringent punishment must be meted out to militants. Terrorists or their associates should be beheaded as is the case in Saudi Arabia. N. Krishna, Hyderabad
