Addressing presspersons here on Thursday, Mr. Poojary said the campaign would focus on the "failure" of the BJP at the Centre and also on the achievements of the Congress during its stewardship of the MCC. The "anti-middle class and anti-farmer" policies of the NDA Government had proved to be its own undoing, he said, and added that the recent elections to the local bodies in the State proved that the voters wanted a change. People should prevent the political parties from playing the communal card to gain power, he said. Mr. Poojary said the party was averse to the idea of introducing fresh taxes. The party would oppose the introduction of the self-assessment of property tax scheme. It would work to improve the administration for better revenue collection, he said. During its stewardship of the MCC, the Congress nearly doubled the collection of revenue. The party would bring about an increase in revenue without burdening the common man, he said. The MP said the Congress would seek to eliminate loopholes in the existing system of tax assessment. Mr. Poojary said the party would implement several schemes to beautify the city and improve its infrastructure.

The major political parties CPI(M), CPI, JD(U) and JD(S) will have seat adjustments for the elections to the 60-member Mangalore City Corporation Council. Addressing a press conference here on Thursday, the leaders of the combine said the JD(S) would contest in 32 wards, JD(U) in 13, CPI(M) in five, and the CPI in one ward. The manifesto of the combine promised to oppose the self-assessment of property tax scheme. The leaders said they would also oppose the conditions included in the ADB loan, which were against the interests of the common man. Steps would be taken to improve water-supply in the city. Apart from promising to beatify the city, the 20-point manifesto stressed the need for the improvement of basic infrastructure, and to repair and concretise roads in Mangalore. Steps would also be taken to improve public health, it said.
