`E-Governance Award' presented to Karnataka Govt.

Bangalore, May 16. The Computer Society of India (CSI) on Thursday presented the "Best e-Governance Award" for 2000-01 to the Karnataka Government. The award was presented to the Chief Minister, S.M.Krishna, by the CSI President, C.R.Muthukrishnan.

Accepting the award, Mr. Krishna said it was an honour for the State for its initiatives in bringing about e-governance in administration.

The Government, in the past two-and-a-half years, had taken conscious steps to extend the domain of e-governance.

Avoiding delays

One focal area, he said, would be computerisation of offices of the sub-registrar, which was the starting point for all delays and corruption.

This would be done in a phased manner, he said and added that no investment could be more meaningful than computerisation of the treasury.

The Government had taken computerisation to rural areas and the Bhoomi Project was one such. In all the 175 taluks, the Government had put in place the Bhoomi Project through which a landholder could obtain a printout of his holding on payment of a fee of Rs. 15.

This, he said, was a passport to the farmer to seek loans from banks and other financial institutions.

Mr. Krishna said the Government was studying the recommendations of the Administrative Reforms Commission and the Tax Reforms Commission in matters of e-governance.

The Government would also like to be guided by the CSI on new areas where e-governance could be introduced.

The CSI has planned its 37th national convention in Bangalore in October for which the Chief Minister has extended support.

The theme of the convention is "Harnessing and managing knowledge."
