Releasing a newsletter, Odhona Ba, at a district-level seminar for members of self-help groups organised by the District Literacy Committee, he said the amount would be used to implement the programme for five years. Mr. Tiwari said he had discussed the proposal with the Director-General of the National Literacy Mission, Jagan Matthew, in New Delhi. Mr. Matthew had agreed to consider the proposal and release the amount, he added. He said the State Literacy Mission had decided to release Rs. 10 lakh to the District Literacy Mission within a week to enable it to carry out preparatory works in this regard. He appreciated the efforts made by the mission to make the literacy scheme a success in the district. Inaugurating the seminar and the district and city central library building, the Revenue Minister, H.C. Srikantaiah, said women had a greater role to play in the literacy movement. Lauding the steps taken to form self-help groups in the district, he asked the authorities to encourage such groups to improve the economic status of women. Stating that self-help groups were functioning well under the Department of Women and Child Welfare, Mr. Srikantaiah said steps would be taken to provide assistance to them through the District Women's Cooperative Bank to be set up soon. The editor of Janata Madhyama and member of the Executive Committee of the District Literacy Mission, R.P. Venkatesh Murthy, said the independent status accorded to self-help groups had gone a long way in popularising the concept among rural women. Stating that these groups had saved nearly Rs. 5 crore in Hassan, he said they had contributed qualitatively to the changing rural lifestyles. The Chief Librarian of the District and City Central Library, N.B. Godi, presented a report on the functioning and needs of the library. He urged the authorities to take steps to fill vacant posts in the library. The Convenor of the District Literacy Mission, S.S. Pasha, spoke on the steps taken by the mission to make the continuing education programme a success. The President of the HDCC Bank, H.P. Mohan, the Director of the Public Libraries Department, T. Malleshappa, and the AGM of Canara Bank's Regional Office, B.S.N. Murthy, spoke. The Hassan MLA, K.H. Hanume Gowda, presided over the function. The District Adult Education Officer, Nagin Ahmed, welcomed the gathering. The senior manager of Canara Bank, Ravindra Bhandary, proposed a vote of thanks.
