War no substitute

Sir, — The hectic preparations for war are disturbing. Both India and Pakistan have massed troops on the International Border and the LoC and anything can spark a full-fledged war. Pursuing the terrorists across the LoC/IB or destroying the training camps in Pakistan-occupied Kashmir may not work but could trigger a full-scale war. With Pakistan threatening to exercise the nuclear option, the consequences of a war are unimaginable. There is no substitute for meaningful bilateral talks.
