Sir, The Centre sanctioned with effect from Jan. 1, 2002, a four per cent increase in the Dearness Allowance rates to its employees and pensioners based on the increased cost of living. Usually, the Tamil Nadu Government follows suit. But it has not done so this time. DA is intended to compensate the periodic increase in the cost of living. It is not an ex-gratia or charity payment. The recent increase in the cost of transport, power and essential articles has squeezed the senior citizens, in particular, to a pitiable position. If the reason for the delay is paucity of funds Government servants and pensioners are in no way responsible. Of late, the word `DA' has come to be an abbreviation for `Delayed Allowance'! It is hoped that the Tamil Nadu Government will act quickly, as the next increase due in DA, is round the corner on July 1, 2002. N. Jayaraman, Chennai
