In fact, the MLAs were not so much incensed over the shortage of power, but they openly complained about officials who refused to listen to their complaints. Interestingly, the MLAs pointed out that officials often did not take complaints seriously and rarely got back to them with the compliance report. Surprisingly, even the Health Minister, A.K.Walia, joined the chorus accusing the DVB officials of creating a power shortage situation. The MLAs had come prepared to unleash their ire and give vent to their feelings. One after another MLA, during the last three days, has brought out in the open the complacency of the officials at the ground level. The functioning of the Superintendent Engineers and Executive Engineers not to talk about the Chief Engineers has drawn a lot of flak. It is not only the common man who has been time and again talking about the indifferent attitude of the officials, but even the MLAs charged officers of this level of turning a deaf ear to their repeated complaints. It is very rare that senior officials are available in their offices after six in the evening. The worst is they switch off their mobile phones and rarely monitor the situation until and unless they are woken up by a call from their bosses. "It is the lack of interest shown by the senior officials which has led to the present situation. The MLAs are time and again pleading with these officials to set right things at pin-pointed locations. But no heed is paid and it is left to the staff at the lower level to cater to the problem of the area,'' remarked an East Delhi MLA. In addition to this, it is pointed out that the mindless posting of certain officials at the ground level in areas where they have rarely served has created a chaotic situation. These people, who have served in other non-sensitive sections, are being suddenly asked to take up sensitive postings. They are not trained to handle such pressure and find the going difficult in case of a crisis. It is here the role of the MLAs is very important as they have complete knowledge about their area. But the senior officials rarely interact with the MLAs and sitting in their air-conditioned offices issue directions. "The power is not in short supply. It is the failure to attend to the local faults and breakdowns efficiently that has created such a situation. If this area is taken care of then almost 70 per cent of the problem will be eliminated, '' remarked a senior official. In fact, the Chief Minister, Sheila Dikshit, is believed to have taken a serious note of this negligence by senior officials. She is learnt to have told the officials that complaints lodged by the MLAs have to be taken seriously and given priority. The area Chief Engineers, Executive Engineers and Superintendent Engineers have been asked to interact with the legislators regularly and keep them informed about the power situation and steps being taken to redress the problems in the area.
