The delegation consisted of B. Venkata Reddy, P. V. V. Satyanarayana, JAC chairman and secretary-general, P. Ratnakar Rao, M. Gopal, M. A. Vazeer, R. Sudhabhaskar, all co-chairmen and K. Raghu, treasurer. They raised power purchase agreements (PPA) as the first issue in the memorandum on which the Government took a firm stand that service organisations have no say on policy matters. The memorandum insisted on AP Genco stations as "must-run'' plants and not private ones, for better security to the staff. The other demands mentioned in the memorandum were "options'', security of payment of terminal benefits, filling of vacancies, pay revision, service conditions, and stoppage of re-employment of retired personnel. Except the issue relating to re-employment of retired personnel, all other demands were raised earlier and they were clarified by the Principal Secretary for Energy, V. S. Sampath, or the AP Transco CMD, P. Ramakantha Reddy. The Chief Minister was stated by Mr Satyanarayana later as having made three points clear to the delegation--that there is a communciation gap between the Government and the Joint Action Committee, that he was for solving all problems, and that he would do this after the Mahanadu through his own Government channels. Mr Satyanarayana said: "We are happy'' that the Chief Minister had given assurances.
