Sir, We must deal separately with Kashmiris. It is true that terrorism in Kashmir has reached its crescendo, but we must also realise the fact that war is not a solution to the ongoing problem. Diplomatic manoeuvres alone can bring about progress. India has to deal separately with the Kashmiri secessionist groups. Pakistan has no locus standi on this issue and the Indian Government should clearly put this point across to the Kashmiri "azadi" groups.
