1892 pact on Cauvery waters not binding: CM

Bangalore May 31. The Chief Minister, S.M. Krishna, has told the former Prime Minister, H.D. Deve Gowda, that the Government had throughout maintained that the 1892 agreement on Cauvery waters between the then princely State of Mysore and the erstwhile Madras Presidency was not binding on Karnataka.

Mr. Krishna has informed Mr. Gowda about the Government's stand on a communication from the Union Ministry of Water Resources in reply to Mr. Gowda's letter sent on Monday. Mr. Gowda had said that the State Government had not protested to the Centre against its letter. He had also urged the Prime Minister, A.B. Vajpayee, to withdraw the ministry's directive.

The Chief Minister has noted that he had already replied to his Andhra Pradesh counterpart, N. Chandrababu Naidu. The Government had replied to the Secretary, Union Ministry of Water Resources, on May 10, 2002 that the Government of India had no authority under the Constitution or any law to pronounce or rule on the validity of the agreement of 1892.
