``The proposal is not new,'' a statement from the Ministry of Foreign Affairs said. ``Given the state of Pakistan-India relations, mechanisms for joint patrolling are unlikely to work." The Armies of India and Pakistan were already patrolling their respective sides of the LoC. ``Pakistan has also expressed its willingness to accept neutral monitoring of the LoC,'' the statement added. India has ruled out third-party monitoring of the border, as it is against ``internationalisation'' of the bilateral dispute. Reuters
