There is a State-level transfer board in every department comprising the concerned Ministers, Secretaries and heads of the department. At yet another level, there are the district-level transfer boards. The Ministers in charge of districts, Collectors, zilla panchayat chief executive officers and the department heads of various district offices are members of the district-level transfer boards. Asked to comment on the Government's transfer policy, a senior bureaucrat said on condition of anonymity that the ban on transfers gets lifted almost as a routine around this time of the year when the schools and colleges get closed for the summer vacation. Till a few decades ago, he pointed out, transfer of Government employees and officers were mostly done for "administrative reasons'' and there was very little interference from the political bosses. Earlier, the powers to transfer Government officials and employees were also used by those at the helm of affairs in the administrative machinery to discipline employees lacking commitment and sense of duty. However, now it is more on the basis of political considerations rather than administrative grounds that transfer orders get passed or withdrawn, he added. While transfers would be done in the State in routine course on "administrative and other grounds'' till July 31, the district and State-level transfer boards would be in a position to clear transfers even beyond the July 31 deadline.
