TALLINN, ESTONIA, JUNE, 8. The United States Deputy Secretary of State, Richard Armitage, today said that ``tensions were down measurably'' between the nuclear-armed rivals India and Pakistan, but the crisis over Kashmir was not yet over. ``When you have close to a million men glaring, shouting, and occasionally shooting across a territory that is a matter of some dispute, then I think you couldn't say the crisis is over, but I think you can say that the tensions are down measurably,'' Mr. Armitage told reporters before meeting the U.S. Defence Secretary, Donald Rumsfeld. Mr. Armitage was speaking on his arrival in the Estonian capital Tallinn after holding talks in Pakistan and India.
