Mayoral polls remain a non-starter

HUBLI June 15. With less than a week left for new teams to assume office in Hubli-Dharwad, Gulbarga, Mysore, and Belgaum municipal corporations, the mayoral poll process has proved to be a non-starter.

The delay has been attributed to the failure of the State Government to issue a notification on the reservation for the posts of mayor and deputy mayor.

According to information, though the reservation details have been finalised by the Department of Urban Development, it is yet to be approved by the Chief Minister.

The intervening elections to the Legislative Council from Dharwad, Mysore, and Gulbarga have contributed to the delay.

It is said the Government wants to come out with announcement after the elections. No election is scheduled in Belgaum.

Candidates from OBC and General category were in office during the first year of the term in Hubli-Dharwad Municipal Corporation, which is coming to an end.

Reservation has proved to be a game of one-upmanship for various factions of the Congress.

Of the four factions of the Congress in the corporation, three combined last year to thwart the designs of the Minister for Labour and Wakf, A.M.Hindasgeri, to select his nominee as Mayor.

Mr. Hindasgeri, who was the President of the Hubli-Dharwad Corporation District Congress Committee, had also been rebuffed on naming the leader of the Congress group in the HDMC Council, with the Mayor naming the first-time corporator, Anil Kumar Patil, to the post without consulting Mr. Hindasgeri.

Mr. Anil Kumar Patil is known to belong to the group opposing H.K.Patil, Minister for Water Resources, and his protégé, Mr. Hindasgeri, in the affairs of the twin cities, and consequently has moved closer to the group owing allegiance to D.K.Shivakumar, Minister for Co-operation, also known for his anti-H.K.Patil stance.

With the group owing allegiance to the late Gopinath Sandra which headed the HDMC last year out of the race, the question is which of the three other factions will press for it.

As things stand today, the Dharwad group, headed by S.R.More, a former minister and one-time supporter of S. Bangarappa, MP, has the biggest contingent of members in the 24-member Congress group in the corporation.

The Hubli MLA, Jabbar Khan Honnalli, who, has since been named President of the Hubli-Dharwad Corporation District Congress Committee, will want the top post for his group.

Mr. Hindasgeri is credited with moves to make up for whatever has been lost. Mr. Anil Kumar Patil, leader of the Congress group in the corporation, who has formed his own faction, has been lobbying for himself.

As the lobbying gains momentum, the factions are also launching a negative campaign to deny the mayoralty to their rivals.

The fight centres round the post of mayor, since the deputy mayor's post is to go to the Congress's ally, the Janata Parivar.

The relationship between the Congress and the Janata Parivar has been strained on the issue of the arrest of the deputy mayor on a complaint from the Corporation Commissioner.

What impact the decision of the Janata Parivar to renege on the alliance, as a protest, will have on the chances of the Congress retaining the mayoralty is, however, beside the point.

The party position is as follows in the 67-member body: Congress - 24; BJP - 22; Janata Parivar - 16; and indepedents - five. At present, the independents are supporting the Congress.
