Ready expertise

Sir, — The Marxist leader, Somnath Chatterjee, has opposed Abdul Kalam's candidacy (June 13) for the reason that his role was limited to science and not to a greater area involving understanding of the Constitution which a prospective President is required to possess. Parliament discusses, debates and decides all issues under the sun. Its members and Ministers are not experts in all matters coming up for consideration but this does not affect decision-making and the governance of the country goes on.

For instance, a person who is not an expert on defence or finance is made Minister on extraneous considerations often and heavens don't fall. They too pick up and guide the destinies of their Ministries. What then enables them to prove their mettle and carry on is the availability of the aid, advice and assistance of talented men in the particular field. Similar counsel from knowledgeable constitutional experts is always available to the President to discharge his constitutional obligations. Dr. Kalam will not be found wanting in understanding the constitutional nuances before long.
