Publicity petitioner to pay costs

CHENNAI JUNE 17 . The First Bench today imposed costs of Rs. 25,000 on a `public(ity) interest petitioner' who moved the High Court seeking to restrain the Chief Election Commissioner and the State Electoral Officer from conducting the Presidential election in Tamil Nadu.

N. Aruldhas of Kanyakumari district contended that since the electoral college comprised only the MLAs and MPs and excluded the public it was `a political fraud'. He prayed for a `stay' on MLAs and MPs from Tamil Nadu exercising their franchise .
