Sir, The report ``Blair Government seeks sweeping surveillance powers'' (June 13) highlights the dilemma faced by any government today as it takes on the forces of terrorism. The Blair Government wants access to virtually every personal communication and, in effect, access to the complete map of people's electronic lives. While it is up to the British Parliament to give its verdict on the proposed measures next week, it has to be admitted that terror networks today have spread far and wide and fighting them effectively does involve some curtailment of civil liberties of individual citizens. However, it is important to devise appropriate safeguards so that the powers are not misused.
