Sir, That Dr. Kalam made nuclear deterrence a point in favour of averting a conflict between India and Pakistan is disturbing (June 20). Being associated with nuclear energy and missile development, the scientist in him was apparent. The question arises whether a President should involve himself in formulating policies when an elected Prime Minister, answerable to Parliament, is charged with such responsibility. In fact, a President under our Constitution talks less and listens more.
