Panel to look into telecast

Bangalore June 21. The Lok Sabha Speaker, Manohar Joshi, has referred to a committee of presiding officers of legislative bodies the points raised by the Speaker of the Kerala Legislative Assembly, Vakkom Purushothaman, regarding telecasting of the proceedings of the House.

Mr. Joshi told the 65th conference of presiding officers which concluded today that Mr. Purushothaman had raised certain issues and problems related to telecasting. He was referring them to the committee headed by the Speaker of the Andhra Pradesh Assembly, Pratibha Bharathi.

The conference discussed the topic ``The Role of Legislatures in Strengthening Accountability of the Executive and the need for Independent Secretariats for Legislatures.''

Several participants stressed the need for making the executive more accountable to the legislature.

``Controlling the executive and enforcing executive accountability are the fundamental functions of the legislatures.

The Constitution lays down the principle very clearly.'' The presiding officers were also for providing sufficient opportunities to the members to raise matters of public importance, especially issues of development on the floor of the House.
