The consensus was reached at a high-level meeting of FRAT representatives and officials of the KWA, convened by K.J. Mathew, Principal Secretary to Government, Irrigation, who is also the chairman of KWA.

The issues that were taken up included the procedure for billing and collection of water charges, mode of calculation of arrears, installation and maintenance of water meters, repair works from the boring point to water meters and several allied matters. Mr. Mathew assured the participants at the meeting that the understanding reached regarding consumer issues would be processed and crystallised into Government Orders at the earliest. Amendment to rules, wherever necessary, will also be looked into.

It was also resolved at the meeting that the complaints of consumers with regard to billing and collection of water charges will be looked into by the executive engineer concerned and decisions taken within a week's time. The FRAT has requested all consumers to make use of this facility and file complaints with the executive engineer.
