Days after publishing the controversial article, official sources said the magazine had apologised to the Government for the manner in which certain portions were constructed and phrased. The Managing Editor of the magazine, James Kelly, had written ``very recently'' to the External Affairs Minister, Jaswant Singh, expressing regret, the sources said. Mr. Perry maintained today that the Time ``emphatically stands by the story'' although it had apologised for the sourcing of a particular quote on Mr. Vajpayee. PTI
