Sir, This has reference to the letter `Whimsical rule' (July 6). The rule is indeed too whimsical. Why at all give a concession and be mean in drafting a rule that is unfair to a senior citizen? One cannot expect a villager to carry proof of age with him/her during travel. If at all there is misuse it may be by borderline cases, say in the age group of 58 or 59. Even in the event of misuse by a person it is unreasonable to treat the person as ticketless as he/she holds a ticket. The penalty should not exceed two times the concession amount. Ticket examiners must, instead, apply the rules vigorously to keep out passengers without reservation, the ticketless, the short-distance passengers and hawkers from reserved compartments.
