Sir, Your Editorial ``An arbitrary agenda'' (July 15). Gen. Musharraf is neither the first nor is he going to be the last military wolf in Pakistan that tried to don the sheep's clothing. In Pakistan, the military calls the shots. Any Prime Minister can go only so far and no further. Hence, a military ruler seeking a role for the military in the political framework is no surprise. That is the insurance policy for him. And he keeps select powerful leaders out of the race. P.N. Ananthanarayanan, Chennai
