Soliciting awards?

Sir, — `Awards' in any field are given to a chosen few for excellence in their field. An enlightened Government should know who is who in arts, science or in any other field.

It is curious that the Karnataka Government has issued a note (July 10) asking persons to solicit the `Padma' awards.
