Sir, The arrest of Mr. Karnik in a corruption case is shocking because he is also a member of the UPSC, respected for fair process of recruitment. The UPSC and State Public Service Commissions are autonomous institutions which should ensure the right to equal opportunity. Unfortunately, those who have to ensure fair procedures are appointed, by and large, on the basis of political patronage. Apart from this, the evaluation system is not transparent.
