Collectors barred from flying tricolour on motor cars

CHENNAI JULY 18 . A Division Bench of the Madras High Court today barred District Collectors and Customs Collectors from flying the national flag on their motor cars.

The Bench comprising Justice R. Jayasimha Babu and Justice E. Padmanabhan, passing orders on a petition filed by the advocate, P. Chandrasekaran, asked the Chief Secretary to communicate the direction to all Collectors.

``The District Collectors and Customs Collectors should not use the national flag on their motorcars.

A copy of this order should be communicated to the Chief Secretary, to be circulated to the District Collectors. A copy should also be sent to Customs Collectors,'' the Bench observed.

In his petition, Mr. Chandrasekaran contended that as per Rule 10.4 of the Flag Code, constitutional functionaries such as the President, Vice-President, Prime Ministers, Governors, Lieutenant-Governors, Union and State Ministers, Speakers of Parliament and Assemblies and the Judges of Supreme Court and High Courts alone should fly the tricolour on their cars.

He pointed out that district judges, having administrative control of the district judiciary, did not have such flags, while Collectors presiding over revenue administration had flags.
