T.N. for power to regulate admissions

NEW DELHI July 24. The Tamil Nadu Government has pleaded before the 11-judge Constitution Bench of the Supreme Court to vest powers on the State to regulate admission in all types of institutions to prevent capitation fees and commercialisation of education.

Continuing his submissions on Wednesday, senior counsel for the State, K.K. Venugopal, pleaded with the court to adjudicate on whether a State legislature was entitled to pass legislation banning capitation fee, provide for fixation of fees and a single window system of admission or to permit an institution to exploit the system and charge hefty capitation fees over and above the fees fixed by the Government.

Explaining before the Bench headed by the Chief Justice, B.N. Kirpal, how the single window system was beneficial to meritorious and less-affluent students, counsel said that if this system faltered, the effect would be that money power would have a march over merit.
