Sir, The resignation of Narendra Modi as the Gujarat Chief Minister and dissolution of the Assembly is, as rightly said by you in your Editorial (July 22), is an affront to the democratic values cherished by a civil society. A big question left unanswered by Mr. Modi in a hurry is: is the situation in Gujarat normal enough for elections? The Opposition is right in demanding President's rule in Gujarat before the State goes to the polls. S.K.M. Hashmi, Hyderabad
