Consensus unlikely on domicile issue

By K. Balchand

RANCHI July 31. With most of the opposition parties in Jharkhand deciding to boycott tomorrow's all-party meeting, a consensus over the controversial domicile policy, which has become a bone of contention, seems a far cry.

The meeting is being held against the backdrop of violence that has rocked the State over the issue and the BJP leadership's direction to the Chief Minister, Babulal Marandi, that he consult all the political parties and draw up a new strategyBut with the BJP adopting a soft posture, parties such as the Jharkhand Mukti Morcha have gone on the offensive, and even adopted a dual posture on the issue. The party president, Shibu Soren, denounced the new policy and demanded that the Chief Minister quit. But today the JMM Legislature party leader and Leader of the Opposition in the Assembly, Stephen Marandi, warned of an agitation if the Government went back on its policy. He made it clear that he would not be attending the all-party meeting. The JMM is in touch with the Left parties such as the CPI, the CPI (M) and the CPI (ML), all of which are keeping away from tomorrow's meeting.
