In its report submitted to the full commission this afternoon, the nine-member team is understood to have said that minority community people, many of whom are still living in relief camps or outside their homes, may not be able to take part in the elections if these are held immediately. The minority community constitutes about 12 per cent of the population and many of its members are either living in camps or have not returned to their homes. These people may not be able to take part in the elections in the prevailing atmosphere of fear, the team is understood to have said.
