``The first step is creating conditions of peace. No solution is possible as long as violence and bloodshed continue,'' he said while addressing a seminar on `Our East and North-East What is the way ahead?' there. Referring to the ceasefire with the NSCN, he said: ``The ceasefire with the NSCN groups in Nagaland was a watershed, not only ushering in peace but also facilitating the political process of negotiation and dialogue." The second step should be involvement of ``all sections of society and holding wide-ranging public consultations on the basis of whatever parameters are indicated by the Centre''. Apart from underground groups, all political parties, NGOs, churches, tribal bodies and other organisations should be involved in the process to arrive at a broad consensus and to find an accepted solution through dialogue with the Centre. ``The third step would be to formalise the agreement in a spirit of accommodation with both sides recognising the ground realities''.
