He said the electoral rolls were in Urdu, a language not understood by many. In a number of cases, the provisions of the State Constitution have not been followed. After every census, there should be a delimitation which was not done after the 2001census. Prof. Singh said that it was not known whether border migrants numbering lakhs would be able to cast their vote as they have been displaced from their homes. Also, distribution of voting slips to people living in remote corners was a difficult task and would take time.
