Mr. Azad, who was talking to reporters on Sunday, accused the NC of misusing the State machinery and making mass transfers of Government officials and using helicopters for election campaign. He urged the Election Commission to look into his charges. Mr. Azad reiterated his party's demand for Governor's rule, as this would ensure and free and fair poll. The Congress was also for dismissal of the NC and the Gujarat Government. He also condemned the Prime Minister's Independence Day speech that elections would be free and fair. "The Prime Minister should know that the State Government agencies have a key role in the conduct of elections and the NC would not desist from misusing them." Mr. Azad said the Central Government was sending wrong signals to the people of Jammu and Kashmir. On the visit of the Kashmir Committee to the State, Mr. Azad asked why such an initiative was not taken in the last four years. Earlier, addressing a Gujjar rally at Edgah grounds, Mr. Azad accused the NC of doing injustice to the community.
