Rights forum summons DSP

CHENNAI Aug. 20. The State Human Rights Commission summoned the Deputy Superintendent of Police, St.Thomas Mount, here to appear before it on August 27 in connection with a complaint preferred by a Pammal resident.

This is the second time the DSP is coming to the notice of the rights body in four months. In April, Sathyapriya, was directed to pay a compensation of Rs. 1 lakh to a person for harassing him following a dowry complaint made against him. However, on a revision petition filed by the official, the order was set aside.

In the instant case, N. Anandhan (26) complained to the Commission that he married Anitha of Perambur here in November last year. On February 5 he saw his wife in flames inside the house and he doused the fire. He himself sustained injuries in the process and both received first aid in a hospital. Her wife said she sustained burns as a kerosene container fell on her while she was lighting a mosquito coil. She also told the police and a magistrate that the fire was accidental and she had no problems with her husband. She died on February 10. Following this, Mr. Anandhan, his aged mother and his brother were illegally detained in the police station. Later a case was registered; he was arrested and remanded to custody. He moved the sessions court and obtained conditional bail. The police did not make any enquiries with him when he came to the police station daily for one month as part of the bail condition. But later, they started questioning him on `dowry items' he had received.

Mr. Anandhan prayed the Commission to take action against the DSP, (who was the investigating officer), the Sankar Nagar sub-inspector, Ganesh and a constable attached to the Chengalpattu-East SP's office, Balakrishnan.

Taking the complaint on file, the Commission member, S. Sambandham, ordered L. Purushothaman, DSP attached to the rights body, to probe the matter and file his report. On receipt of his report, the Commission issued summons to the DSP.
