The nomination process for twenty-six seats starts tomorrow. The last date for filing nominations in this phase is August 29. The papers will be scrutinised on August 31. The withdrawal of nominations will take place on September 2 and the votes will be counted on October 10. The Election Commission, security agencies and the political parties have finalised their strategies. The Chief Election Commissioner, J. M. Lyndgoh, who was on a three-day visit to the State, asked the officers concerned to deal strictly with the poll irregularities. Security is a matter of concern in the border areas which go to the polls in the first phase. Rajouri, Poonch , Baramullah and Kupwara are militancy-infested areas, where additional troops are expected to be deployed. The Army is watching for any increase in the infiltration of militants from across the border. The leader of the People Democratic Party, Mufti Mohammad Sayeed, meanwhile, has alleged that surrendered militants associated with the ruling NC are terrorising the Opposition to enforce a poll boycott. Giving an instance, he alleged that a number of surrendered militants belonging to the National Defence Force had joined the NC and were being misused. However, the NC has denied the charge as baseless.
