Sir, By returning to the Cabinet the ordinance on electoral law, the President, A.P.J. Abdul Kalam, has revealed his style of functioning.. He intends to face difficult situations head on without exceeding his constitutional limits. The ordinance raises a crucial question which only the Supreme Court can answer by the powers it has to define the unalterable "basic features" of the Constitution. The question is, whose rights are more fundamental the voter or those who seek his/her vote? If it is the former, then the voter has a right to information about the candidates on all relevant matters, including their adherence to the law of the land.
