SC notice to EC, States

NEW DELHI Aug. 26. The Supreme Court today issued notice to the Election Commission, all the States and six national political parties for their response on the three-point reference from the President, A.P.J. Abdul Kalam, relating to the interpretation of Article 174 vis-a-vis the Election Commission's powers under Article 324.

A five-Judge Constitution Bench, comprising B.N. Kirpal, V.N. Khare, K.G. Balakrishnan, Ashok Bhan and Arijit Pasayat heard brief submissions from the Solicitor-General, Harish Salve, and ordered notice returnable on Thursday.
