Thereafter, the draft would be placed before a meeting of the National Development Council (NDC) for its approval before the Plan is made operational. The NDC is the country's highest economic policy-making body comprising not only the Prime Minister, the Planning Commission members and prominent Cabinet Ministers but also all the Chief Ministers. In that sense, the Five Year Plan becomes a consensus document for the planned development of the national economy. According to the Deputy Chairman of the Planning Commission, K.C. Pant, the run-up to the Tenth Plan which will cover the period 2002 to 2007 saw the creation of 99 working groups and 27 steering committees covering all sectors of the economy. Learning from experience, the Planning Commission this time will have dedicated sections on governance and implementation and disaster management. Though there is no major controversy surrounding the Tenth Plan, one aspect which has come under scrutiny is the Prime Minister's pitch for a high growth rate of eight per cent during the Plan period.
