CBI to file closure report on HDW deal

NEW DELHI SEPT. 7. The Central Bureau of Investigation will soon file a closure report in the HDW advance class submarines purchase case in a Special Court here. Earlier this week, the Additional Solicitor-General, R.N. Trivedi, appearing for the agency, submitted before the Delhi High Court that the CBI had decided to close its investigation as far as the German connection in the case was concerned, as the authorities in Germany were not extending the requisite help.

The CBI had got letters rogatory issued to the German and Swedish authorities by a Special Court seeking their cooperation in the 12-year-old case. However, following refusal by the German authorities, it had decided to close down investigation in that country, the CBI had said at the last hearing before a Division Bench of the High Court.

The filing of the closure report has reportedly been delayed for a fortnight or so as the Division Bench monitoring the investigation into the allegation of payment of commission in the purchase of the submarines from Germany has sought to see the contents of the letter.

The High Court asked the CBI to show the letter so that it could go through it before passing any order on the two public interest litigations seeking the speeding up of investigations into the alleged payment of seven per cent kickbacks in the Rs. 420-crore deal.

The deal for purchasing the two submarines was signed in 1983 when the former Prime Minister, V.P. Singh, was the Defence Minister; however, the submarines were delivered during the tenure of Rajiv Gandhi. The FIR in the matter was registered in 1990 against, among others, several retired as well as serving officials of the Navy.
