Most of them belonged to Surankote part of Poonch district of Jammu region. The main plan was hatched by Master Kabir, seniormost LeT functionary in Jammu province. He was responsible for transporting two Pakistani terrorists who committed the carnage. The two terrorists also had fake identity cards prepared by one Special Police Officer working at Surankote. In Jammu, they had received their weaponry and concealed them in the Raika forest belt on the outskirts of the city.
