Jayalalithaa rules out talks with Karnataka

CHENNAI SEPT. 29. Accusing Karnataka of adopting dilatory tactics on the Cauvery issue, the Chief Minister, Jayalalithaa, today ruled out talks with the Karnataka Chief Minister, S.M. Krishna, and said Tamil Nadu preferred to get justice from the Supreme Court.

Responding to the appeal made by the Prime Minister, Atal Behari Vajpayee, to the two States to resolve the dispute through talks, Ms. Jayalalithaa said only the apex court could come to the rescue of the farmers of Tamil Nadu.

Timely and immediate release of water was the last resort to overcome the crisis situation prevailing in the delta areas and prevent it from turning into a nightmarish calamity, she said in a statement.

"Today, in the teeth of the Supreme Court's contempt notice, invitations for negotiations and talks are being thrown at Tamil Nadu by the Prime Minister and the Chief Minister of Karnataka like crumbs to the needy,'' she said. The fact that the Prime Minister had now suggested that the two States could talk it out bilaterally meant that he had "openly admitted his failure'' as the chairman of the CRA to ensure that Karnataka implemented the interim orders of the Cauvery tribunal as well as the CRA's own orders.

The failure of the Cauvery River Authority to implement the interim order of the Tribunal needed no further proof, and it had shown itself to be a powerless and ineffective body, which deserved to be disbanded. "It is precisely for this reason that Tamil Nadu has had to approach the Supreme Court,'' she said.
