Constituent college staff will continue to be govt. servants

CHENNAI Oct. 1. All teaching and non-teaching staff members will continue to be government servants for purposes of drawing up a panel for promotion, drawing salary and allowances and other service conditions, even after conversion of government arts and science colleges into constituents of universities, the Chief Minister, Jayalalithaa said here today.

In a statement outlining the decisions taken, based on the recommendations of a committee headed by the Chief Secretary, which went into the issues raised by the teachers, Ms. Jayalalithaa said there would also be no change in the fee structure, the admission procedure, reservation norms and in making available scholarship schemes to BC/MBC/SC/ST students.

The teaching and non-teaching staff of the constituents (erstwhile government colleges) would continue to be government servants, for regulation of service conditions, promotion to higher posts, drawal of pay and allowance, retirement age and settlement of terminal benefits.

The principals would continue to be the pay and allowances drawing officers for the staff. The Government would continue to administer the procedures governing the regulation of the GPF, pension and terminal benefits.

As for promotions, she said the Director of Collegiate Education would continue to be the officer for drawing a panel for elevation to teaching and non-teaching posts in the constituent colleges, by treating all transferred staff members of all universities as one unit.

The present procedure of promotion to the post of Director or Joint Director of Collegiate Education from among the principals would also continue.

On admissions to the constituent colleges, the Chief Minister said the present procedure of communal reservation would continue. The Government would ensure that the BC/MB and SC/ST students did not face any hardship in fee payment. Access to higher education for students would not suffer in any manner, and the prevailing rates of tuition fees would not undergo any change. "There is no proposal for increase," she stated categorically.

These decisions, she said, would indicate that all concerns of teachers were fully addressed and that of students given the utmost consideration.

Police action at Melur

"As soon as the one-man Commission, appointed by the Government to study police action against students at Melur, near Madurai, submits its report, steps will be taken to implement the recommendations."

Ms. Jayalalithaa appealed to the teachers and students to resume their academic pursuit "with commitment and help Tamil Nadu retain is reputation as a frontline State in the higher education sector".

Amendments to rules

The Higher Education department, meanwhile, issued an order to give effect to the announcements made by her. The Director of Collegiate Education was directed to forward proposals for bringing in amendments to the Tamil Nadu State Service Rules governing the department, to implement the committee recommendations.

Also, the Government, as per a G.O, decided to suitably amend the Mother Teresa Women's University (Amendment) Act, the Thiruvalluvuar University Act and the Tamil Nadu Universities Laws (Amendment) Act, by issuing ordinances.
