Sir, The Cauvery water dispute, accentuated by political considerations and postures, throws up one serious deficiency our incapacity to expect the unexpected and to be prepared for the unprepared. We are yet to hear or read of any contingency plans. If it is not a shame, it is certainly saddening to see that no contingency plan has been worked out by the intelligentsia. With variables such as the weather, setting in of the monsoon, water level at the reservoirs, the demands of each State for irrigation and drinking etc., one would have expected a responsible set-up to have contingency plans for the possible situation that may arise due to the failure of any one of the factors. Such a proactive approach would certainly be a better option than fighting it out in courts, calling for bandhs and damaging public property. R. His plea that his Government did not "fully" violate the direction is not going to save his skin. It is an evasive reply. S. K. What could be more unbecoming of governance than to take its lead from mob frenzy? And, what could be more tumultuous to civil society than the State sponsoring general strikes and becoming permissive of disaffection, hatred and disorder?
