At the same time, the Bush administration also hoped that the elections would pave the way for early resumption of talks between India and Pakistan. "We continue to note that Kashmir elections alone cannot solve the problems between India and Pakistan, but they are an important step in a broader political process. So, we hope that these elections will pave the way for early resumption of the diplomatic dialogue between India and Pakistan,'' the State Department spokesman, Richard Boucher, said. Asked if he was "pleased'' with the manner in which the polls went off, he said: "We'll look to the vote count before making any particular judgments. We are pleased that they did occur and that efforts were made to keep them as open and as fair as possible.''
